    給排水栓で5割近いシェアを誇る最大手のTOTOは「下に落ちる水の方向を考えると下げると出る方が自然」と【下げ吐水型】を採用しこれが長い間多数派を占めてきた。 一方、INAXは「グローバルスタンダード（国際標準）の時代に合っている」と、欧米で圧倒的に多い【上げ吐水型】を採用、両者でシェアを競い合ってきた。

    双方ゆずらずの状態が続き、同じビル内で【下げ吐水型】と【上げ吐水型】の両方が混在したり、住宅やマンションでも台所と洗面所で異なっていたりして、使い勝手の悪さが以前からも指摘されていた。

    そこに、阪神大震災が起きた。業界団体の日本バルブ工業会の事務局長は、「下げ吐水型だと、激しい揺れや、揺れて落ちてきた物がレバーを下げてしまい、水が出っぱなしになることが起こり得る。だから、レバーを下げると止まる方が災害時に対応できるとの声が大きくなった」と振り返る。

    阪神大震災では、断水後、復旧に3ヶ月近くもかかった。同県防災企画課によると、原因の大半は水道管の破損だが、家庭やオフィスでレバー式蛇口が開いた状態になり、水が出っぱなしとなって水圧が下がり、断水につながったケースも確実にあったとみられている。

    震災の翌96年に、給水栓についての日本工業規格（JIS）が見直されることになり、97年6月「2000年3月末での下げ吐水型蛇口の廃止」が決まった。法的な強制力はないが、TOTOはこれに従い、97年9月から受注以外は「下げ吐水型」の生産を中止した。
